# The New Financial System and the Liquidity Sponge: A Seven-Year Verification Ledger

November 2019: on a private call, Michael and Dick described a financial system migrating onto new rails, named the investment companies most likely to move first, and predicted that artificial intelligence would become the invisible administrative layer of daily life. 

January 2021, then April 2022: a remote viewing team, blind to target, sat down in front of a little-known settlement network and produced its logo, its chief scientist's face, its female chief executive, and one recurring image, a sponge built to absorb and release liquidity for a new global system. 

September 29, 2026: State Street went live on that exact network with a tokenized liquidity fund, and within the same news cycle a presidential order created a single AI-mediated front door to the federal government. 

Three layers. One thread. Seven years of receipts. The call and sessions were recorded on November 15 through 17, 2019, January 12, 2021, and April 5, 2022\. 

## Verification Notes

The network at the center of all three layers is Stellar, and its native asset is XLM. The September 29, 2026 launch is the State Street Galaxy Onchain Liquidity Sweep Fund (SWEEP), a tokenized private liquidity fund for qualified purchasers, issued through a Stellar smart contract.

Reference prices: roughly $0.20 to $0.30 at the 2021 session, just over $0.23 at the 2022 session. Dick tagged the target blind in 2021, calling "XLM? Stellar?" before the reveal.

Open markers still running: Daz has December 2026 turning "slightly up" and two large jump points inside the two-year window; he also flagged a bank negotiation with a South America feel, unconfirmed. 

Nyiam's data-ethics thread (data "siphoned," sold, or mined, a "sticky bad situation" with a credit card fraud or identity theft feel) has no matching event so far and is now a formal watch item. 

Derek's unresolved insider who "sold too soon and wants back in" reads more like an echo of the project's founder churn, McCaleb's Ripple exit and Joyce Kim's six-week tenure, than a current event.

## The thread worth watching

Nyiam's 2022 government data deserves its own line. He described a "Geneva Convention" style atmosphere, "some kind of government type world discussion... this cryptocurrency being involved... a project that gets integrated with the government." 

Within that same window, Ukraine was piloting a central bank digital currency on this network during a war, with Dixon confirming development continued under fire. 

The 2025 session picked up the same thread from the other side: Derek heard "new rules are gonna work in our favor" and saw Capitol Hill imagery, and Edward watched the project presented to government people in the room. Government integration is now the most persistent cross-session signal in this file, and it verified through Ukraine first, compliance plumbing second, and statute third.

The honest tension: the 2019 call and the 2021 team kept reading humanitarian mission, banking the unbanked, Africa and Asia. 

The 2026 record is reading institutional custody. Dick's clean 2025 split, Stellar as money transmission for people and XRP as the institutional rail, is exactly what the 2026 record complicated: the institutions chose the people's rail. Both things are true, and the gap between them is the analytical signal. 

What institutional capture does to the asset's retail narrative is an open question, not a settled one, and the 2025 session supplied the caution data to frame it: Sean read the target as a web that converts "cash to digital" and entangles, and Nyiam kept surfacing data-monetization ethics. If the network's economics ever confirm that discomfort, it will show up in Nyiam's controversy thread first.

### What to monitor next

- Daz's December 2026 recovery marker, now live, and his two jump points running into 2027\. Whether DTCC's H1 2027 window actually settles tokenized collateral on this rail, and whether the 21-bank stablecoin consortium targeting H1 2027 touches it.
- GENIUS Act implementation: final rules targeted for November 2026, with the statutory fallback date of January 18, 2027\.
- What replaces the stalled CLARITY Act, since the CFTC has said it will write its own market-structure rules.
- Whether SWEEP stays a qualified-purchaser instrument or widens.
- Ukraine's CBDC status as the conflict evolves.
